Yes, there is a way. The generated TOC can be imported by reference as a
text inset into the chapter file, and thus it will be auto-updated each time
the TOC is re-generated. If you have hyperlinks in the TOC, you'll have to
convert the text inset in the chapter file to ordinary text before
outputting the chapter file to PDF or HTML.
