You can use the {only} sibling indicator to apply a numbered or unnumbered
format change rule:
If context is {only} < Case
Use [SubCase unnumbered format change rule]
Else
Use [SubCase numbered format change rule]
Look up "sibling indicators" in the Index of the FM+SGML Developer's Guide.
