Infamous rebounding scroll thumb back

Remember that old bug when FrameMaker would bounce back to the start of a
file or at least to wherever the cursor was?  It's back in FM7.  Open a
lengthy file, then grab the thumb in the scroll bar and drag it to the end.
As soon as you let go the mouse, it bounces back to the first page.
